• this is Gelion. He is located at the Stormfront beach.
• To get here, you sail sea, north, north, west or so from STF pier
• When on the beach, walk along it until you find rubble, then "crawl in opening"
• Give him a fishing pole, then "watch gelion"
• then "play cards with gelion" to solve the quest
