Calliope originally coded the quest. Originally it rewarded +1 permanent con. I spent months solving it with Anubis, but it couldn't be completed. Later, when I started coding with Legend I looked into it and saw why it didn't work. I fixed the quest and changed the reward to unique bracers that can race change you into a Naga, that only one can posses at a time. For that reason and it's not my original quest, I won't go into how it is completed... but I will say there are numerous steps and even looking at code to solve is difficult due to the scope of the original quest without having worked through most of it.
