This is the nefarious Archmage, Balnazzi the Bold. He is reputed to be an extremely powerful and extremely evil mage, even for a Drow. He came up the loser in a prolonged magical battle with the Warden, and was imprisoned here in this cell. Helm himself fashioned a special magical immobilization glamour, because the spellblock placed on these cells is not enough alone to stop the potent magic of the Archmage.
